General Topics

1. Funding Issues

a. Regional Funding (GLRI, etc.)

b. National Programs (ANSTF, USFWS funds, etc.)

[insert section text here]

2. Rapid response

In the absence of effective preventative measures, aquatic invasive species will continue to enter and become established in North America.  In selected circumstances, a Rapid Response to a new introduction could effectively eliminate the invasive species and prevent its expansion.

  • Develop model Rapid Response Plans for plants, fish, and invertebrates that can be used to develop states specific plans.
  • Facilitate Rapid Response workshops to educate resource agencies on how to react to new introductions.
  • Facilitate Rapid Response mock exercises to test the states ability to implement a Rapid Response Plan in a real world situation.
  • Facilitate training on the Incident Command System (ICS) as the organizational structure for Rapid Response Plans.
  • Advocate for funding to implement Rapid Response actions on new introductions.

3. Risk assessment

(e.g., support incorporation of new risk assessment approaches/results into policy making in region)

4. Great Lakes AIS Integrated Management Program

(4th recommendation in GLRC Strategy)

5. Economics of AIS

(Promote further economic assessments of costs of AIS, and benefits of prevention/eradication)

[insert section text here]

6. Model legislation

(Establish process to update model AIS legislation for region (GLC 1999 report))

7. Climate change and AIS

(Promote consideration of climate change scenarios in AIS policy making/planning)

Vector-Based Approaches

1. Ballast water policy

(Improve coordination)

[insert section text here]

2. Organisms in trade

(e.g., explore opportunities for improved screening, policy coordination, including on live fish)

[insert section text here]

3. Aquaculture

(e.g., in-depth regulatory analysis of existing framework and needs; detailed risk assessment)

[insert section text here]

4. Canals and waterways

(e.g., policy aspects of development of new barriers or control structures, potential hydrological separation projects, etc.)

[insert section text here]

5. Recreational activities

(e.g., potential to increase coordination on policy aspects such as protocols for preventing spread of AIS via recreational boating)

[insert section text here]

Species-Based Approaches

1. VHS

(improve state/regional policy coordination)

[insert section text here]

2. Asian carp

(e.g., facilitate implementation of ANSTF Asian Carp Management Plan)

[insert section text here]

3. Other species

(promote development of preventative measures, early detection systems, for species with high invasiveness potential)
